Continue and strengthen the defense in international litigation, using available legal resources to dispute creditor claims, given that CITGO is being forced to assume debts that are not its own. To this end, we are working with experts in international law and law firms specializing in sovereign creditor disputes and asset protection.
The support of allied governments could exert diplomatic pressure or offer mediation to facilitate agreements with creditors.
We are currently negotiating the protection of CITGO with the U.S. Government against claims by creditors seeking to enforce court judgments for expropriation and non-payment of debts.
International sanctions protect CITGO from embargoes, so compliance with creditor claims could violate them. An example of this was experienced in 2019 when PDVSA risked the dissolution and sale of CITGO for a debt of US$913 million. Thanks to the U.S. Government's license on October 24 ,2019, its sale could be avoided
An informed, and favorable public opinion can exert political and social pressure. This will be achieved through campaigns that highlight the importance of CITGO to the Venezuelan economy and people, as well as the legitimate efforts of PDVSA's Ad Hoc Administrative Board to protect its assets.
